Terrorism observer Sidney Jones said the Egianus Kogoya group was a breakaway group led by Kelly Kwalik, commander of the military wing of the Free Papua Organization (OPM). Kelly Kwalik was killed in a police ambush in 2009.

Egianus and his men were known to be more militant and the majority were young. From his notes, Egianus had made a fuss when the elections simultaneously in July, in an effort to prevent the election.
