    One of NAWACITA's goals is to develop Indonesia from the periphery by strengthening regions and villages within the framework of a unitary state. Departing from these ideals, the Jokowi Government carried out massive development spread across the archipelago and targeted almost all sectors.

    The development of the Land of Papua is one of the main priorities in the administration of President Joko Widodo. This commitment is realized through Presidential Instruction No. 9 of 2017 concerning the Acceleration of Welfare Development in the Provinces of Papua and West Papua.

    The development strategy for Tanah Papua is equity. Starting with the development of human resources, improving basic services at the village, district and district levels, continued development in mountainous and remote areas and local food subsistence in the most disadvantaged areas.

    The main priority in the development of Tanah Papua is the development of human resources by prioritizing 3 main sectors; education, health and livelihood and food security. This is in line with the program that has been carried out by the government so far to ensure sustainable welfare improvement for the people of Papua and West Papua.

    President Joko Widodo emphasized 5 main sectors in the development of Tanah Papua, namely the education, health, local economy, infrastructure connectivity and governance sectors that are the core of Presidential Instruction Number 9 of 2017. Therefore, in 2019, the allocation of the state budget to Papua is increased to Rp62 trillion and to West Papua to Rp28.34 trillion.

    The results of the government's efforts in realizing the Indonesia-Centric development are increasingly seen from an increase in the Human Development Index (HDI) in Papua and West Papua from 57.25 in 2015 to 59.09 in 2017.

    Jokowi claimed to want to build infrastructure in Tanah Papua faster. This was done in order to reach the effectiveness of citizens and the economic movement of the people of Papua. Papua itself is repeatedly called Jokowi as a small paradise that fell to earth.

    "Inequality, especially infrastructure, we will continue to pursue connectivity. So that western Indonesia, central Indonesia and eastern Indonesia have something in common, not to be too different," he said.
